TWO PARTS, ONE PURPOSE

The Index measures. URinsight shows the way forward.

Together they tell every Training Institution where it stands today and the specific action that would move it forward.

MEASURE AND RATE

UNNATI Capability Index

The CBC's single national measure of a Training Institution's capability.

  • 30 indicators across seven capability areas
  • Reads directly from what each institution records on UNNATI
  • Compares each institution only with institutions of its own type
  • Awards a star rating, earned continuously and confirmed once a year
READ AND GUIDE

UNNATI Readiness Insight

Readiness is the institution's position on the Index. Insight is what URinsight returns.

  • Shows which indicators are holding the rating back, and by how much
  • Proposes the specific action that would close each gap
  • A named reviewer approves every recommendation before it reaches the institution
  • The institution decides how to act
WHY NOW

From Training Institution to Capacity Building Institution

Mission Karmayogi is moving civil service capacity building to a role-based approach. Training Institutions must make the same move.

FROM

Rule-based

Training follows designation and cadre.

TO

Role-based

Training follows the competencies each role requires.

NSCSTI

First common quality standards

210 institutions, including 23 Central Training Institutions, with 10 at five stars. Assessed once every two years.

Sadhana Saptah · April 2026

The shift is set out

Consultations with 150+ senior officials, 62 training institutions, and 28 States and 8 UTs. Real-time assessment and continuous Quality Improvement introduced on UNNATI.

UCIndex & URinsight

Continuous benchmarking

The star rating is now earned continuously from live UNNATI data, with guidance on every gap.

WHAT THE INDEX MEASURES

Seven capability areas, 30 indicators

The areas follow the path to a Capacity Building Institution: understanding demand, delivering effectively, and the institutional foundations that support both. Select an area to see its indicators.

Access for persons with disabilities, fire and emergency provision, and safeguarding.

30

Waste management

The campus segregates and manages waste.

WHAT IT CHANGES

A benchmark that pulls institutions towards their new role

Measured on programmes and seats, institutions invest in volume. The Index measures what a Capacity Building Institution does instead.

Shapes behaviour

Rewards planning from Capacity Building Plans, design against the Karmayogi Competency Model and Karmayogi Quality Framework, and sharing across the network.

Continuous and current

Revise a calendar, complete a faculty development cycle or list a facility, and the position moves within months.

Light on reporting

No separate return. Ratings are captured and computed in real time on UNNATI from what institutions already record there.

Fair comparison

Each institution is compared only with its own type. Indicators outside a type's mandate are set aside.

A stronger network

Faculty and infrastructure offered on the UNNATI Exchange, co-created courses and mentoring all count.

Balance, not maximum

Capacity use, faculty mix, budget use, Exchange sourcing and fee share reward a sound level. Under-use wastes capacity; over-crowding harms quality.

HOW IT WORKS

Validated by design, compared within type

For each indicator the CBC sets a threshold for what a high-performing institution of that type should achieve. Each indicator uses the lightest check that is reliable for it.

ROUTE 1

Platform-computed

UNNATI computes or logs the value itself. The institution files nothing extra.

Records confirmation, capacity utilisation, Exchange offer and draw, post-training survey
ROUTE 2

Declaration and AI validation

The institution declares the value on its profile and uploads proof only where AI validation needs it.

Leadership, governance committees, AI policy, sustainability measures, revenue
ROUTE 3

Integration feed

The value arrives from a connected national system.

Faculty development and digital capability from iGOT, course health from iGOT

No external review of data

UNNATI validates each declaration against the evidence uploaded and the institution's other UNNATI records. Validation involves only the institution and the platform.

Domain institutes

Institutes serving a single domain, such as finance, forestry or police, are benchmarked against their domain mandate rather than general reach.

AI assists, people decide.

Nothing changes an institution's record or benchmark until a named reviewer has accepted it. Final judgement stays with institutions, nominating authorities and assessors.

A CONTINUOUS LOOP ON UNNATI

Measure, Monitor, Improve

The Index measures where an institution stands and monitors how that changes. URinsight completes the loop by turning every gap into approved guidance.

01

Measure

Star rating, position in each of the seven areas, and every indicator behind them.

02

Monitor

The Index updates as records change. Records are confirmed each quarter, and movement is tracked against peers.

03

Improve

URinsight maps every gap to a route that already exists. Accepted actions go into the Quality Improvement Plan.

continuous through the year

From gap to action

Lower-rated institutions are mentored by higher-rated ones.

Training capacity under-used

List spare capacity and facilities on the UNNATI Exchange; plan programmes against UNNATI Demand Intelligence.

Programmes not linked to CBP demand

See role-based demand within the mandate; revise the calendar and tag entries to CBP demand.

Faculty heavily guest-dependent

Build a core faculty; draw on experts through the UNNATI Exchange for specialist sessions.

Faculty development incomplete

Enrol full-time faculty in the iGOT Faculty Development Programme and digital and AI programmes.

No sharing on the Exchange

List faculty, courses, content and infrastructure for other institutions to use.

Programme design not evidenced

Prepare the KQF design artefacts and review them through the Training Quality Evaluator.

Governance gaps

Constitute the missing committees, name nodal officials, publish the institutional AI note.

Weak campus measures

Plan solar, rainwater harvesting, waste segregation and accessibility improvements.

THE CAPACITY BUILDING LIFECYCLE

Reading capability at every step

The Index follows the lifecycle Mission Karmayogi builds through iGOT Karmayogi and UNNATI, from Government priorities to delivery against identified demand.

01

Understanding demand

Capacity Building Plans identify the competencies each role requires. UNNATI Demand Intelligence matches that demand to each institution's mandate.

CBP-aligned training
02

Translating demand

Programmes are designed to build competencies, not merely cover content. The Training Quality Evaluator checks design evidence under the KQF.

KQF quality artefacts
03

Delivering effectively

Delivery from the institution's own capability or through the UNNATI Exchange, with outcomes seen in course health and learner feedback.

Faculty, collaboration, Course Health Index

The Right Capacity Building, for the Right Role, at the Right Time.

GETTING STARTED

The first cycle and beyond

The first cycle

All 30 indicators are measured, and those outside a type's mandate are set aside.

  • The rating moves continuously through the year as records change
  • URinsight shows what holds it back and what to do
  • The rating is confirmed at year end, after a full year to act

Review

The CBC owns the Index and URinsight and sets the weights, thresholds and star bands.

  • Reviewed after each cycle, drawing on results and feedback from institutions and parent MDOs
  • From the second cycle, improvement over the year counts alongside the level reached
  • Indicators are indicative and will evolve with ecosystem needs
